Combine four factors: the house and its life theme, the sign on its cusp, that sign’s ruling planet, and any planets placed inside the house. Then add aspects. No single placement tells the whole story.

When a house has no planets

That is completely normal: ten major planets cannot fill all twelve houses. Read an empty house through the sign on its cusp and the placement of that sign’s ruling planet.
